The Division of Investigative Oversight within the U.S. Office of Research Integrity (ORI) is responsible for conducting oversight review of institutional inquiries and investigations of possible research misconduct. It is also responsible for determining whether Public Health Service findings of research misconduct are warranted. Although ORI findings rely primarily on the scope and quality of the institution’s analyses and determinations, ORI often has been able to strengthen the original findings by employing a variety of analytical methods, often computer based. Although (...) ORI does not conduct inquiries or investigations, it has broad authority to provide assistance to institutions at all stages of their reviews of allegations. This assistance can range from providing advice on best practices, to legal assistance, to suggestions for how best to investigate specific allegations. When asked, ORI can also conduct certain forensic analyses, such as a statistical examination of questioned digits or a simple examination of a questioned figure in Photoshop. ORI will not provide opinions or render judgment on such analyses while the institution is still conducting its investigation. Such analyses can be done without knowing much else about the case. We present a simple distributed concept that appears to insinuate SWARM behavior in a collection of mobile platforms. The control is based on the inter-mobile platform communication links’ signal-to-noise ratio. This double use of communications is a natural linkage for SWARM behavior.

This article, taking a social semiotic approach, analyses two pieces of music written, shared and exalted by two pre-1945 European fascist movements – the German NSDAP and the British Union of Fascists. These movements, both political and cultural, employed mythologies of unity, common identity and purpose in order to elide the realities of social distinction and political–economic inequalities between bourgeois and proletarian groups in capitalist societies. Visually and inter-personally, the fascist cultural project communicated a machine-like certainty about a vision for (...) a new society based on discipline, conformity and the might of the nation. In this article, we are interested in the ways that these very same discourses are also communicated through sound and music in two songs: The Horst Wessel Lied and the BUF marching song, two songs that used the same melody. We analyse the discourses communicated by the semiotic choices made in melody, arrangements, sound qualities, rhythms as well as in lyrics. The article first identifies some of the underlying semiotic resources for meaning making in sound and then shows how these are used in order to communicate specific ideas, values and attitudes. An examination of three claims about the distinctiveness of panentheism suggests that a mutual relation between God and the world aids in identifying the distinctiveness (...) of panentheism. He (...) insists that our moral life is grounded in our nature both as physical beings, able to feel pain and pleasure, and as social beings, depending on each other for our welfare. But he is also strongly supernaturalist. Human nature by virtue of its cognitive orientation toward the physical is not able through its own powers to know God. Still less is human nature able to achieve moral virtue by its own powers. This is not just because we are cut off from God by original sin; rather, there is a primal lack that was there even before the Fall. To achieve our true end, both cognitive and moral, we depend on God’s free gift of grace which elevates our nature and renders it able both to know God through the beatific vision in Heaven and to respond to God through loving, virtuous action. The gift of faith becomes central to human nature and destiny in a way that was to worry later thinkers such as Duns Scotus, who pertinently asked how our intellect can have the ultimate end of knowing God if it has to be made a different intellect before it achieves that end.Jenkins does not worry about the point raised by Scotus. Instead, he sets out to give an interpretation of the Summa theologiae which will help us understand more deeply the interplay between the natural and the supernatural in Aquinas. He begins by taking advantage of new readings of Aristode’s Posterior Analytics which present Aristode’s account of the demonstration which moves from cause to effect, not just as a pedagogic device for presenting material obtained by moving from effect to cause, but as a recipe for cognitive restructuring. Certainly we have to begin with mere observation, and with the piecemeal discovery of causes, but to achieve true scıentia (to use the medieval Latin term for organized, necessary knowledge) we need to acquire a new vision of how reality is structured and to see how effects flow necessarily from their causes. True demonstration is an expression of this new vision. Jenkins applies this reading of Aristotle to Aquinas. He takes with absolute seriousness Aquinas’s claim at the beginning of the Summa theologıae that theology too is an Aristotelian scientıa, and he sees the work as presenting a recipe for the cognitive restructuring of apprentice theologians (those to whom the work is addressed).The scientıa of the Summa theologiae differs from the scientia of the Posterior Analytics in two ways. First, Aquinas allows the term scientia to have an extended sense, so that God too can have scientia, even though he does not move from principles to conclusions by a process of syllogistic demonstration, but instead grasps all that is knowable in one simple act. Second, the basic principles which are the foundation of theological demonstration are the articles of faith, especially those of the creeds, which cannot be known by us in any naturalistic way. This article explores the rhetoric, and mass mediation, of the national Holocaust Memorial Day commemoration ceremony, as broadcast on British television. I argue that the televised national ceremonies should be approached as an example of multi-genre epideictic rhetoric, working up meanings through a hybrid combination of genres, author/animators and modes. Epideictic rhetoric has often been depreciated as simply ceremonial ‘praise or blame’ speeches. However, given that the topics of praise/blame assume the existence of social norms, epideictic also acts to presuppose (...) and evoke common values, in general, and a collective recognition of shared social responsibilities, in particular. My methodology draws on the Discourse-Historical Approach to Critical Discourse Analysis, given, first, its central prominence in analysing argumentative strategies in discourse and, second, the ways it facilitates a reflexive ‘shuttling’ between text-discursive features, intertextual relations and wider contexts of society and history. Here, I examine how a catastrophic past is invoked in speech and evoked through image and music, in response to the demands that uncertainty of the future ‘places upon one’s conscience’. (shrink)

This book presents a detailed fieldwork-based study of the ancient Indian religion of Jainism. Drawing on field research in northern Gujarat and on the study of both ancient Sanskrit and Prakrit and modern vernacular Jain religious literature, John Cort provides a rounded portrait of the religion as it is practiced today.

This article summarizes a variety of current as well as previous research in support of a new theory of consciousness. Evidence has been steadily accumulating that information about a stimulus complex is distributed to many neuronal populations dispersed throughout the brain and is represented by the departure from randomness of the temporal pattern of neural discharges within these large ensembles. Zero phase lag synchronization occurs between discharges of neurons in different brain regions and is enhanced by presentation of stimuli. This (...) evidence further suggests that spatiotemporal patterns of coherence, which have been identified by spatial principal component analysis, may encode a multidimensional representation of a present or past event. How such distributed information is integrated into a holistic percept constitutes the binding problem. How a percept defined by a spatial distribution of nonrandomness can be subjectively experienced constitutes the problem of consciousness. Explanations based on a discrete connectionistic network cannot be reconciled with the relevant facts. Evidence is presented herein of invariant features of brain electrical activity found to change reversibly with loss and return of consciousness in a study of 176 patients anesthetized during surgical procedures. A review of relevant research areas, as well as the anesthesia data, leads to a postulation that consciousness is a property of quantumlike processes, within a brain field resonating within a core of structures, which may be the neural substrate of consciousness. This core includes regions of the prefrontal cortex, the frontal cortex, the pre- and paracentral cortex, thalamus, limbic system, and basal ganglia. (shrink)

In this article, we trace the histories of discourses supporting ‘jobs for natives’ in the UK and Austria using the discourse-historical approach to critical discourse studies. DHA uses four ‘levels of context’ as heuristic devices in critical analysis. In this article, we focus our attention predominantly on the broadest of these, largely eschewing the text internal analysis typical of CDA, in favour of a wider contextual sweep. In this way, we deconstruct and trace the conceptual history of British and Austrian (...) slogans of the extreme right related to issues of un/employment. We argue that slogans such as ‘British Jobs for British workers’ and ‘Austria First’ have been recontextualised into current political rhetoric while carrying historical context-dependent connotations, stemming from pre-World War II colonialism and antisemitism. Hence, we further claim that – although such rhetoric is currently widespread across EU member states – the ideologies and traditions drawn upon are distinct and create specific subtexts to be exploited for political ends; this is part of the discursive strategy of ‘calculated ambivalence’ employed in such rhetoric. People don’t just compete, however; they also cooperate. John Roemer argues that attempts by orthodox game theorists to account for cooperation leave much to be desired. The evolution of life on Earth has produced an organism that is beginning to model and understand its own evolution and the possible future evolution of life in the universe. These models and associated evidence show that evolution on Earth has a trajectory. The scale over which living processes are organized cooperatively has increased progressively, as has its evolvability. Recent theoretical advances raise the possibility that this trajectory is itself part of a wider developmental process. According to these theories, the (...) developmental process has been shaped by a yet larger evolutionary dynamic that involves the reproduction of universes. This evolutionary dynamic has tuned the key parameters of the universe to increase the likelihood that life will emerge and produce outcomes that are successful in the larger process (e.g. a key outcome may be to produce life and intelligence that intentionally reproduces the universe and tunes the parameters of ‘offspring’ universes). Theory suggests that when life emerges on a planet, it moves along this trajectory of its own accord. However, at a particular point evolution will continue to advance only if organisms emerge that decide to advance the developmental process intentionally. The organisms must be prepared to make this commitment even though the ultimate nature and destination of the process is uncertain, and may forever remain unknown. Organisms that complete this transition to intentional evolution will drive the further development of life and intelligence in the universe. Humanity’s increasing understanding of the evolution of life in the universe is rapidly bringing it to the threshold of this major evolutionary transition. (shrink)

Time and again we find reflected in the terminology developed by these ancient seekers after wisdom, an attention to important distinctions and a faithfulness to the details of actual experience which are truly remarkable. If one is an egalitarian, what should one want to equalize? Opportunities or outcomes? Resources or welfare? These positions are usually conceived to be very different. I argue in this paper that the distinction is misconceived: the only coherent conception of resource equality implies welfare equality, in an appropriately abstract description of the problem. In this section, I motivate the program which the rest of the paper carries out.

We prove the following extension of a result of Keisler and Morley. Suppose U is a countable model of ZFC and c is an uncountable regular cardinal in U. Then there exists an elementary extension of U which fixes all ordinals below c, enlarges c, and either (i) contains or (ii) does not contain a least new ordinal. Related results are discussed.

The recent challenge of Dynamical Systems Theory to the social sciences, is based largely on the beliefthat processes in the social arena can be considered as analogous to those of the natural world, and that in consequence general theoretical advances in explaining the latter might with advantage be applied to the former. This paper aims to show that claims for Dynamical Systems Theory with respect to the understanding or measurement of social processes would be premature; the reasons for this lying (...) not only in the unfamiliarity and operational difficulties of Dynamical Systems Theory in itself, but also in the problematic nature and history of our usage of the term ‘social process’. Reviewing some examples of such usage from Sociology and Social Psychology, it is concluded that Dynamical Systems Theory might serve as a catalyst for a re-examination of existing orthodoxies and major concepts, but that progress would be retarded by the uncritical application of it's terminology, concepts, and techniques of mathematical modelling, without this prior and demanding first step. What can we learn from reading Levinas alongside postcolonial theories of difference? With that question in view, Drabinski undertakes readings of Gayatri Spivak, Homi Bhabha, Edouard Glissant, and Subcommandante Marcos in order to rethink ideas of difference, language, subjectivity, ethics, and politics. Through these philosophical readings, he gives a new perspective on the work of these important postcolonial theorists and helps make Levinas relevant to other disciplines concerned with postcolonialism and ethics.
